Functions of the Service Group Analysis

According to the KHVVG, from 2025 all hospital cases are to be assigned to one of the 65 service groups. According to the NRW model, which is used as the basis for 60 of the service groups, the cases are assigned to “specific” or “general” Service Groups.

  • Specific = classification via OPS/ICD/age/weight
  • General = discharging department
  • Remainder = non-classifiable cases

No classification criteria are yet available for the five performance groups added by the Federal Ministry of Health!

1. Assigning cases

 

All cases are first checked for the defined characteristics of the “specific” service groups and assigned accordingly. All other cases are assigned to the “general” service groups. This is done using the departmental key of the discharging department.

Cases that cannot be assigned are grouped together in a “residual group”. This is the case, for example, if the department code of the discharged department (e.g. radiology) has no reference to a general service group.

2. Criteria and Revenues

 

In a further step, the identified performance groups are subjected to a test for the fulfillment of the minimum criteria and displayed accordingly with a colored icon. This test is based on the quality reports. An adjustment to the current conditions can be created and saved in the Service Group Editor and inserted into the performance group analysis.

The output of the amount of compensation according to rDRG and provision (without nursing care) rounds off the information content of the performance group analysis!

3. Service Group Grouper

 

One difficulty that makes developing the Service Group Grouper to a real challenge, are the assignment rules for the “general” Service Groups according to the NRW model.

In a first step, the InEK has changed the assignment from the discharging to the “longest department”. This way, the cases that have changed departments shortly before there discharge can be assigned to the department in which there produce the main resource utilization.

After uploading your §21 data, the reimbursement.INFO database sorts your case data into the corresponding Service Groups within a few seconds.

Use the Service Group Editor to adjust the status of the conditions (NRW quality criteria) individually for each hospital. This is basically possible for all hospitals in Germany.
